A native of Lima, Ohio, Bill earned a B.A. from Catholic University and pursued graduate studies at Bowling Green State University in Psychology. A life-long career in Human Resources began in Prince George’s County, Maryland where he advanced from entry level Personnel Analyst to Chief of the Recruitment and Examination Division. After 17 years as an executive level human resource manager in Montgomery County, Maryland, Bill retired and began a lengthy HR consulting career. He also spent 5 years as the Assistant Human Resources Director for Total Compensation at the City of Alexandria, Virginia.
Bill served as a local, regional and national officer in the International Public Management Association for Human Resources and as a Board Member of the Local Government Personnel Association of the Baltimore/Washington area. He was appointed by the mayor to the City of Rockville, Maryland Personnel Appeals Board. Bill was awarded the Frank Densler Award for Outstanding Contributions to Public Human Resource Management by IPMA-HR.
